Role Purpose

The Group Technology RAN Lead will drive the development and implementation of infrastructure sharing initiatives across multiple operating markets, with a focus on Tower, Power, Radio Access Network (RAN), and transmission infrastructure.

The role is responsible for defining technology strategy, architecture, and operating models for infrastructure entities and strategic partnerships, while supporting large-scale network transformation and infrastructure investment programmes. Working closely with internal stakeholders, external partners, investors, regulators, and suppliers, the successful candidate will lead planning, governance, commercial alignment, and technical delivery across multiple markets.

Key Responsibilities

Infrastructure Strategy & Development

  • Develop technology strategies, architectures, and operating models for infrastructure businesses and joint venture initiatives.
  • Support business case development, technical due diligence, and commercial assessments.
  • Align infrastructure strategies with broader technology, operational, and commercial objectives.
  • Identify and develop strategic partnerships with vendors, investors, infrastructure providers, and customers.
  • Support the establishment and resourcing of infrastructure programme teams.

End-to-End Network Planning

  • Develop integrated plans covering active and passive network infrastructure.
  • Lead infrastructure assessments and technical due diligence activities.
  • Develop fibre deployment strategies in collaboration with internal and external stakeholders.
  • Lead integrated planning across:
    • Radio Access Networks (RAN)
    • Microwave transmission
    • Fibre infrastructure
    • Core network interconnections
  • Produce capacity forecasts, coverage plans, and deployment strategies.
  • Drive network optimisation initiatives to improve performance while managing capital and operational expenditure.
  • Prepare technical specifications supporting procurement and sourcing activities.

Infrastructure & Asset Management

  • Define technical standards for tower infrastructure, site design, and power systems.
  • Enable infrastructure sharing, co-build programmes, and multi-tenant deployment models.
  • Oversee infrastructure lifecycle activities including planning, acquisition, construction, and acceptance.

IT, Digital Platforms & Cybersecurity

  • Define end-to-end technology architecture supporting infrastructure operations, including:
    • Network platforms
    • Enterprise systems
    • Operations Support Systems (OSS)
    • Business Support Systems (BSS)
    • Network Operations Centre (NOC) platforms
    • Cybersecurity frameworks
  • Support system integration, automation, governance, and future-state architecture.
  • Ensure compliance with cybersecurity standards and best practices.

Programme Delivery

  • Lead infrastructure deployment programmes from planning through implementation and operational handover.
  • Coordinate vendors, delivery partners, and procurement activities.
  • Provide governance, programme reporting, and executive stakeholder updates.
  • Support programme management offices and cross-functional delivery teams.

Stakeholder & Regulatory Management

  • Engage with mobile network operators, infrastructure providers, regulators, investors, and strategic partners.
  • Support licensing processes and regulatory engagements.
  • Provide technical expertise during commercial negotiations and partnership discussions.
  • Collaborate with legal teams on commercial and infrastructure agreements.

Governance & Executive Reporting

  • Participate in governance forums and steering committees.
  • Prepare executive-level reporting on programme progress, risks, and strategic initiatives.
  • Ensure alignment between technology, commercial, legal, and operational stakeholders.

Minimum Requirements

Education

Bachelor's Degree in one of the following:

  • Telecommunications Engineering
  • Electrical Engineering
  • Electronic Engineering
  • Geomatics
  • Computer Engineering
  • Or a related technical discipline

Experience

  • Minimum of 10 years' experience within the telecommunications industry.
  • Extensive experience in telecommunications network planning and strategy.
  • Strong expertise in:
    • Radio Access Network (RAN) planning
    • Fibre network planning
    • Transmission and backhaul technologies
    • Infrastructure strategy
  • Demonstrated experience delivering:
    • End-to-end network planning
    • Large-scale infrastructure rollout programmes
    • Network transformation initiatives
    • Technical due diligence
    • Business case development
    • Infrastructure sharing and co-build programmes
  • Experience working across multiple countries or regions within a complex telecommunications environment is highly advantageous.
